Our Government’s Mission Statement

 

The mission of the Clifton Town Council is to manage and direct the Town of Clifton’s business in an open, friendly, effective and innovative manner while providing residents with services, historical preservation, beautification, and family oriented activities.

 

The goals of the Clifton Town Council are to;

 

1.      Preserve and enhance the historic and aesthetic integrity of our historic town.

 

2.   Enrich the beautification of the town through creative and innovative enhancements.

 

3.   Work to improve the quality of life for all residents.

 

4.   Clearly define issues and effectively communicate the decision making process to     residents.

 

5.   Insure fiscal responsibility with our financial resources and create consistent sources of revenue.

           

6.  Maintain and monitor use of our town parks and property.

 

7.  Create solutions in regards to traffic calming, parking, and the safety of our residents. 

 

The near term (July 06 through December 06) objectives of the Town Council are;

 

  1. Review the Town’s legislative documents and governance process to insure protection of our preservation strategy.

 

  1. Recommend strategy changes as appropriate and begin implementation immediately.

 

  1. Project management the completion of the Town Pump and Haul Project.

 

  1. Commence the work needed in repairing the streets in Town.

 

  1. Replace or restore all street signs and bring them to a uniform standard.

 

  1. Eliminate or relocate all unnecessary signage.

 

  1. Implement the Clifton Web Site as a major source of communication and make recommendations to enhance the flow and appearance linking it to other County and State web sites, obtaining greater propagation.

 

  1. Ensure the TC meeting time and agenda receives widest dissemination on the Web Site, bulletin boards, local newspapers, and town voice mailboxes.

 

  1. Establish a committee responsible for gathering resident’s needs and ideas for communicating Town Council direction and decision making process in order to keep all informed with first-hand knowledge.

 

  1. Establish a Town phone number (703) CLIFTON where residents can reach the mayor, TC members, or various committees/commissions at the Clifton virtual office.

 

  1. Utilize electronic and personal means to convey to residents issues and alternative solutions that affect their quality of life.

 

  1. Provide our support in the wetlands project on the Flood Plain property.

 

  1. Continue to aesthetically enhance town parks, the Caboose plaza and other appropriate areas.

 

 

  1. Review potential sources of revenue and make feasibility recommendations.

 

  1. Pursue grants and State funding.

 

  1. Work with our commercial district and attract businesses that blend in with the character of our town.

 

The long term (July 06 through July 08) objectives of the Town Council are;

 

  1. Bury the existing power and communication lines within Town limits.

 

  1. Address the commercial and residential parking problem in Town.

 

  1. Implement creative traffic calming measures.

 

  1. Create strong social and volunteer groups.

 

  1. Utilize the Web Site to expand Town services delivery.

 

  1. Institute a Town Hall Meeting where residents can expound on their needs, ideas, and impressions of their Government.

 

 

  1. Establish a process for Town Council members to visit with residents one-on-one “over the fence”.

 

  1. Discuss and research lessons learned with other small towns and neighborhoods.

 

  1. Identify and acquire grants and other funding mechanisms that may be available for town beautification programs and historic preservation.

 

  1. Work with the Historic Commission and Museum committees to identify and

             implement initiatives that will enhance the Town’s overall historic integrity.

 

  1. Review the Town’s legislative documents and governance process for sanitary    

            sewer systems.

 

  1. Interface with other historic communities via the internet for fundraising, traffic

calming, and beautification ideas.

 

      13. Facilitate use of The Barn as an Art and Music Center.

 

 

The areas of responsibilities of the Town Council are:

 

# 1       Communication (Primary-Chuck Rusnak, Secondary-Tom Peterson)

 

1.      Work with Town’s legislative bodies to identify and implement Communications recommendations.

 

2.      Provide leadership in the development and implementation of Communications paths and methods.

 

3.      Promote the inclusion of all residents in the governing process; soliciting their desires and ideas; explaining alternatives and consequences; clearly communicating the decision process.

 

4.      Town Council representative to the ARB.

 

# 2 Revenue and Finance (Primary-Wayne Nickum, Secondary-Pat Layden)

 

1.      Explore a consistent source of revenue and pursue grants and state funding

for Town projects.

 

2.      Work with the Town Treasurer and the committees of Town sponsored fundraising events.

 

 

 

 

# 3 Beautification (Primary-Mike Anton, Secondary-Chuck Rusnak)

 

1.      Assist in the development and implementation of the beautification initiatives.

 

2.       Town Council representative to the Planning Commission.

 

# 4 Historic Preservation and Environment (Primary-Pat Layden, Secondary-Mike Anton)

 

1.      Work with Town’s legislative bodies to identify and implement preservation recommendations.

 

2.      Assist in the development and implementation of historic initiatives.

 

3.       Pursue grants that may be available for Historic/Preservation projects.

 

# 5 Quality of Life (Primary-Tom Peterson, Secondary-Lane Johnston)

 

1.      Work with VDOT and other applicable agencies on matters related to traffic,         parking and safety.

 

2.      Coordination and development of events held in town, volunteers and civic groups

 

# 6 Town Property (Primary-Lane Johnston, Secondary-Wayne Nickum)

 

1.      Liaison and facilitator for the Flood Plain and Barn Projects.

 

2.      Maintenance and improvements for Town parks and properties.

 

3.      Liaison to the CBA for the events held in Clifton.
